In prophesis i have done all missions before the mission; Dragon's lair.
How do i get there when there's no road to the city?

There is no road to it.

You have to Ascend in the Desert (by beating your Doppleganger) and you will be transported there.

That's because it's in a single grain of sand ;3

You must first ascend in Augury by defeating your mirror-self. Go to Augury and talk to the ghostly preist in the center of the outpost, he will transport you to where you meet your double. After you complete this task you will be teleported to the Layer.
